Vincent Fraser QC has successfully represented Telford and Wrekin Council in an appeal against its decision to refuse planning permission for development of 170 houses on the outskirts of Newport. The inquiry which sat for 11 days was particularly concerned with whether the Council could demonstrate that it has a five year supply of housing land and the landscape and visual impact of the proposal. The Council successfully resisted the appellant’s comprehensive challenge to its housing land figures, and the appeal was dismissed on the grounds of the proposal’s environmental impacts despite the absence of an up to date development plan. The decision letter also considers the question of financial contributions to the police.
