Legal obstacles to allowing the planned start of the Tour de France in Yorkshire to take place in July have been resolved by the passing of the Harrogate Stray Act 1985 (Tour de France) Order 2014. This is also important since it is the first Order to be made under the provisions of the Localism Act 2011, allowing Harrogate Borough Council to use the general power of competence. The Council has been advised by Colin Crawford throughout the process of planning the Tour and obtaining the Order.
