Martin Carter, acting for Gladman Developments Limited, has secured planning permission on appeal for up to 321 houses on greenfield land at Ledbury, Herefordshire. The Council had recently adopted its Core Strategy, which did not allocate the site for development, but the Inspector accepted the Appellant’s argument that the new plan was not delivering a five year supply and that the site would make an important contribution to meeting market and affordable housing needs. She also rejected the Council’s case that the scheme would cause undue harm to the landscape.
