Permission has been granted on appeal to Peel Investments to permit the construction of a new Starbucks Drive-In facility at the Peel Centre Retail Park, Harbour Hill Road in Barnsley.
Paul Tucker QC instructed by Savills acted for the successful appellant in this case thereby helping to secure substantial new investment into the South Yorkshire town. The case involved a closely fought argument about the scope of a bespoke retail policy in the recently adopted Barnsley Local Plan which the Inspector accepted, when properly interpreted, strongly supported the proposals, despite the retail park being out of centre.
