Ben Williams successfully represented Greggs Plc in securing a premises licence to permit late‑night refreshment at its Pilgrim Quarter site in the Newcastle Cumulative Impact Zone (CIZ). Following a hearing before Newcastle upon Tyne City Council’s Licensing Sub‑Committee on 15 April 2026, the application was granted in full, subject to conditions.

Advancing detailed and persuasive submissions, Mr Williams demonstrated Greggs’ strong compliance culture and proven operational track record, including the successful operation of similar late‑night permissions previously granted by the authority. He highlighted the withdrawal of all representations from the Responsible Authorities following their independent reviews, and addressed remaining concerns by clearly explaining how the proposed conditions amounted to proactive and industry‑standard safeguards designed to promote the licensing objectives.

The Sub‑Committee accepted these submissions, recognising Greggs as a reputable national operator and concluding that the regulated operation of the premises under enforceable conditions would assist in upholding the licensing objectives.

This is one of a number of licences that Ben has secured in locations that are subject to special policies in recent months. If you would like to discuss any similar matters, or any other licensing queries, please contact Jake Brooke.
