Profile 

Philip has a growing practice in all areas of town and country planning, environmental, local government and public law.  He has appeared at a number of planning inquiries, enforcement appeals, High Court appeals and planning/environmental criminal matters.  He is regularly instructed to advise developers, local authorities and resident’s groups – including drafting papers in statutory appeals and judicial review claims in the High Court.

Philip is qualified to undertake public access work in appropriate cases

Before coming to the Bar, Philip spent 9 years working at the Home Office and Foreign Office. He joined on the Civil Service Graduate Faststream programme and worked across a range of domestic and international portfolios. This included legislative policy and most recently working as Head of Rule of Law in Helmand Province, Afghanistan and lastly as East Africa Regional Counter Terrorism Programme Director. He was the head of large teams of UK and international experts leading on the UK’s work on counter-terrorism, policing, justice and human rights, prisons, anti-corruption and counter-narcotics. Philip has presented and lectured to academics and other professionals on issues relating to rule of law and counter-terrorism.
