An acknowledged leader in the field of Licensing, Philip Kolvin QC joins Kings Chambers as an Associate Member. He will continue to practise principally from Cornerstone Chambers ( 2-3 Grays Inn Square) .

Ranked in Chambers UK as a “man with a brilliant mind” who “works unbelievably hard” Philip acts for market Leaders, local authorities and trade associations alike.  He is Patron of the Institute of Licensing, the author of leading text books, and has been involved in many leading cases in the field.

Philip’s main licensing work comprises: alcohol and public entertainment, gambling, sex establishment and taxi licensing. As well as acting for national chains, he has an extensive local authority licensing practice, advising authorities from the largest to the smallest in the land. He acts for all 16 licensing authorities permitted by Parliament to grant casino licences under the Gambling Act 2005 and also advises national bodies including the Association of British Bookmakers and the Gambling Commission.  He was the legal advisor to the feminist organisations; the Fawcett Society and Object on their successful Parliamentary campaign to tighten up the law on lap-dancing, now embodied in the Policing and Crime Act 2009.

He is qualified to accept instructions from the public direct. In 2011, he acted for publicans in the north of England in cases which resulted in findings that Home Office Guidance on closure notices and Department of Culture, Media and Sport Guidance on summary reviews was unlawful.

Philip is the editor of Gambling for Local Authorities: Licensing, Planning and Regeneration (Institute of Licensing,2010); Sex Licensing (Institute of Licensing 2010) and Licensed Premises: Law and Practice (Tottel 2005).

In addition to his high Licensing profile, Philip’s expertise also extends to Litigation, Local Government, Planning and Professional Discipline.

He will be clerked by Bill Brown and Mark Ronson.
