Affordable Housing
The aspiration of providing a decent home for all parts of society has been an aim of society for at least the last century. Until 1979 the approach was to build Council Estates. Thereafter the solution has been to invoke a combination of public and private sector resources and expertise to bring forward ‘affordable housing’.
How that is delivered has proven to be one of the most vexed areas of the planning system. At the height of the recession the dilemma for Councils was how to ensure that developers paid or provided their fair share; for developers it was how to ensure that they paid or provided no more than their fair share.
The complexity of debate on such issues at inquiry requires the sort of good advice that Members of Chambers are well versed in providing.
